It is a tax established by the U.S. government under the One Big Beautiful Bill Act
(OBBBA 2026) that applies to certain international money transfers.
It goes into effect on January 1, 2026.
The tax applies to:
- International money transfers
- International bill payments
- International top-ups or recharges
The tax applies to transactions equal to or greater than $15 USD.
Primarily:
- Cash
- Money orders
- Cashier’s checks
The tax is not collected when:
- Payment is made with a U.S.-issued debit card
- The transaction amount is $15 USD or less
- The transaction is domestic
